I'm surprised the film hasn't been added to an art museum's collection yet. Generating a new version with each viewing makes it an attractive permanent video installation. While it's advertised as having an infinite number of possibilites, those possibilities are limited by the film's length which is fixed for each viewing. There also seems to be some footage that makes up the core essence of the film and given higher priority over the rest as it establishes some narrative purpose. A novel physical media release might be to have different documentary film makers "remix" the content and release a remix box set of others interpretations of the core elements.

They need time to license the 3 minute clip of Wim Wenders discussing it with him in Lightning Over Water

Actually, speaking of that film, I would love to see the festival version of it that he completely scrapped. Wenders says on the Anchor Bay disc commentary that he deposited a print at the Munich Filmmuseum
