I actually completely expect this, since the advantages of UHD (higher resolution + superior dynamic range) don't really bring anything to the table when standard Blu-ray already has a higher resolution and better dynamic range than the source material.

24 City (A mainland Chinese film by a mainland Chinese director)

Do we know that Cinema Guild doesn't have this anymore? The DVD is only available from third-party sellers but they still list it on their website for theatrical and non-theatrical bookings. Maybe they're doing their own BD upgrade to coincide with their upcoming release of Swimming Out Till the Sea Turns Blue.

How long can this go on? An EARLY ZHANG box or some JIA are the most likely contenders to break the shutout and 24 City would be perfect for Criterion with a chance for really great extras.

We know they're releasing some Jia because Janus has all of the features from Xiao Wu through The World, and Jia himself has said that Criterion is involved with the Platform restoration. We just don't have any indication they have 24 City (and the SFMOMA retrospective that first revealed the Janus acquisitions still credited 24 City to Cinema Guild).

I presume people aren’t guessing the full slate because the jump to Blu-ray was a slow trickle of the announcement titles but maybe they’ll do it in on swoop (or I missed a line in the announcement saying they’re not releasing all six in November?)

I expect they'll release two (sometimes only one) title per month, along with their usual quota of bluray/DVDs. Citizen Kane is sure to be first; I predict Red Shoes is the other upgrade title they'll be anxious to bow in the format's debut month.
