Worth mentioning that the Heat 4K is meaningfully recut, and not just “technically improved”. The theatrical version hasn’t been seen since the DVD era.

Not sure if I understand what you mean. I don't believe there is a digital version of the original theatrical cut of Heat available in any format or streaming other than the original DVD. The original Bluray was already edited, and then a 4k and Bluray featuring something called the "Director's Definitive Edition" came along, keeping the same cuts, but now also adding Mann's typical revisionist color grading.
