I found this in Variety. I'm not sure what this means in terms of Criterion. The timing seems confusing
DEVELOPMENT
Potboiler Productions’ producer Rachel Dargavel, Rathaus Films producer Madeleine Askwith and director Shabier Kirchner have partnered with BBC Film on the development of a feature film adaptation of Jamaican poet and writer Kei Miller’s novel “Augustown.” Novel

Author and playwright Courttia Newland is adapting the screenplay. Her previous credits include two of the “Small Axe” films, as well as several novels and theatrical productions. Steve McQueen (“12 Years a Slave”) has boarded as executive producer, representing his company Lammas Park. He is joined by Gail Egan and Andrea Calderwood from Potboiler and Eva Yates from BBC Film.

Named one of Variety’s cinematographers to watch, Kirchner will make his feature directing debut with “Augustown,” having previously impressed with his short film “Dadli,” a Third Horizon premiere coming to the Criterion Collection in November.

They meant that it's going to the Criterion Channel, not the collection.

That makes some sense but the article suggests it's in development yet it will premiere in Nov 2020

The article is stating that the short film 'Dadli' will be premiering on the Channel in November, not the feature length debut that is still in development.

Sorry folks for the hold-up, the Speculation Rodeo just happens to be coming from a different location this time (Wisconsin, for a few months). So the move just put a slight delay on things, but never fear, the Speculation Rodeo is back!

The Ascent - Eclipse upgrade, not speculated

Three by Bunuel - had some KL insider give some strong hints about the these titles in the set. Phantom of Liberty was on the Criterion Channel with a Janus logo.

Rita, Sue and Bob Too is the latest film to open up with the Criterion Collection and Janus logos, alongside Chocolat and Xiao Wu (though it's been known that both are with Criterion).

Regarding the anticipated release of Xiao Wu, do you think there is a chance that Xiao Wu will be released as part of a (trilogy-)set including Platform and Unknown pleasures? However, I believe no director has ever entered the collection with a set as his first release.

Inagaki, Eisenstein, Sjoman, Cassavettes, Wajda, Rohmer, and Demy at the very least

Oddly The Night of Counting the Years and The Eloquent Peasant are the first WCP films I've seen shown in the US not to have Janus or Criterion logos. Is it possible there is a rights issue or that Criterion simply passed on the films?

I also forgot to mention that the W.C Fields shorts that appear on the Channel have a Cohen Media logo at the start. Could KL insider have been wrong about Criterion having the rights to most of his films?

I guess there is a chance we can get an early announcement this week for the World of WKW box. It would be a nice if it was in time for February flash sale

I actually was thinking this recently that the WKW box would be a february release. Loose theory being the theme of love throughout his films coupled with valentines day. Makes sense to me but overall just a guess.
