Here's my guess: I've put them in order of which I know the most about, and arbitrarily grouped the silents at the bottom. Anyone think I might be close?
1. Young Mr. Lincoln (1939)
2. Grapes of Wrath, The (1940)
3. How Green Was My Valley (1941)
4. Drums Along the Mohawk (1939)
5. My Darling Clementine (1946)
6. Judge Priest (1934)
7. Tobacco Road (1941)
8. Prisoner of Shark Island, The (1936)
9. Men Without Women (1930)
10. Brat, The (1931)
11. World Moves On, The (1934) First film to be ok'd by hays office.
12. Doctor Bull (1933)
13. Four Men and a Prayer (1938)
14. Pilgrimage (1933) Worth checking out.
15. Seas Beneath (1931) OK
16. Steamboat Round the Bend (1935) Will Rogers swansong, comedy.
17. Submarine Patrol (1938)
18. Up the River (1930)
19. Wee Willie Winkie (1937) Ford's Shirley Temple.
20. When Willie Comes Marching Home (1950) weird, apparently.
21. North of Hudson Bay (1923)
22. 3 Bad Men (1926)
23. Four Sons (1928)
24. Hangman's House (1928)

A simple solution would be to make Young Mr Lincoln a more basic edition (e.g. film only) and only available in the box set, which would present next to no competition with the existing Criterion edition while also enhancing the comprehensiveness of this set.
This set is still in the "I'll believe it when I see it" category for me, but my fingers are crossed.
