4K UHD for Le SamouraÏ coming out in
November but no word on if it includes English subs.

Given the fact that three discs are apparently included, it's a pretty safe bet that most of the package won't be English-friendly.
And that price is properly eye-watering - I didn't pay much more than that for the vast majority of Jean-Pierre Melville's other films combined.

I suspect it's 1 UHD + 1 BD for the movie + 1 for the extras, and it might very well be the movie has English subs but nothing else has.
At that price, the book included in the set needs to pack quite a big amount of content.

I hope Criterion announces their release soon since I don't want to pay $100+ CAD for one film.

Does Pathe usually include Eng subs to their releases? Do they also tend to put the extras on a separate disc?
Also, have you heard anything about the quality of the 4K disc of
Les Tontons flingueurs from Gaumont?

They tend to put the extras on the same disc, but it might be that they haven't here because they're lengthy enough to justify splitting them or because they're planning single-disc releases later.
They are routinely including Eng subs for the main features. There are some on S'en fout la mort, Jean-Marc et Françoise ou la vie conjugale, and the 112min cut of Big Guns, for instance.

It's using the 4k resto done at the same time and released also on BD. It's SDR only though. The resto itself looked very good, fixing most of the older dated master limitations, but I can't say how it translated exactly on UHD, though.

Details on the Le Samourai release have been updated:
Collector's edition limited to 1000 copies
Contains:
- the 4K Ultra HD of the film (HDR10)
- the Blu-ray of the film
- the DVD of the film
- the 33 rpm vinyl of the original soundtrack of the film
- the original scenario of the film
- a film analysis booklet
Makes no mention of English subtitles, however.

re-released Jean de Florette + Manon des sources last month. Does anyone know if this is the same discs that were released back in 2017 or if it's being sourced from a new restoration?

Should be the same discs. I'm not aware of any newer restorations.
