I was lucky enough to catch a 35mm screening of this a few years back. I had no expectations it being Byrne's first directorial effort, and while I agree that it isn't a masterpiece, I thought it was very good and had a unique tone to it. Ed Lachman of course makes this a visual treat, the Pops from Staple Singers cameo was funny, and I also remember being very surprised by the fact that John Goodman could actually sing. Wasn't this also his first leading role?

An interview with David Byrne on BBC's Newsnight this evening mentions the release of True Stories by Criterion.
