Yes, any PAL DVD edition of THREE WISHES FOR CINDERELLA release running is affected by PAL speedup.

It took me a while to find it on BBC Genome, because the BBC called it Three Gifts for Cinderella. It was indeed Gabriel Woolf narrating.
