Didn't the show air on ABC originally though? Was it a co-production between the two?

It's actually really complicated, but I had always thought it was CBS, then they let the rights lapse, then picked them back up. But now I'm not so sure.

TV networks and production companies cross-pollinate all the time, though, if they think something's not a fit for their own network(s).

Sherilyn Fenn is answering fan questions to drum up support over at https://www.facebook.com/savetwinpeaks" onclick="window.open(this.href);return false; (you have to scroll down to find her post). From some of her answers it sounds like Lynch and the cast are definitely hoping to persuade Showtime to up the budget via a massive social media campaign. Not sure of the wisdom of this strategy but I hope it works.

Was hoping it was a code message meaning Lynch was back on, but after spending several seconds Googeling I don't believe that's the case. Sadly.

For some reason I thought of this when the Shearer news came up and someone said he might be bluffing. It's good that Showtime acquiesced to Lynch's requirements, I have always gotten the feeling from their programming that they had a limit to what they could do compared to HBO, which often went all out on their shows (and to this day as well).

I'm confused about the last paragraph:
Only Kyle MacLachlan is officially confirmed at the moment, as casting is apparently still underway, though Nevins says the process is "fairly clear where it’s going." So, see you in 2016 or 2017 for nine our more episodes of "True Detective." Hopefully more details arrive as the production start nears.
Did they mean "Twin Peaks"? #-o

Also, Harry Dean Stanton has been spotted filming two scenes so it looks like they're expanding the Deer Meadow storyline from FWWM.

There are also rumours circulating that at least one major character from the original two seasons has been recast.

The following actors were also seen filming in character:
