I think part of this is that the big box stores reserve the vast majority of their shelf space for "new" product, which can include repackaged titles and new editions. to keep their product on those shelves, the studios must periodically "refresh" titles, whether that means branding them in an "I Love the 80s!" series or putting a few extra features together for a 43rd Anniversary Collection.
the major music labels have to do the same thing by repackaging artists' "greatest hits" every few years. hence the endless lines of "gold" editions, "ultimate collections," "artist's choice," etc. Best Buy, Wal Mart, and Target will usually carry one of these, the most recent proper album, and little more.
it's also important to note that in many—most?—communities in North America, the big box stores are the only place to buy new DVDs and Blu-Rays other than the internet. that's certainly true where I live. so these few big box stores can have major influence on the choices studios make regarding how they release and market their product.

The double-dipping at Warner Bros. has become ridiculous at this point. It's like some sort of practical joke. Fuck them.

It always bothered me how the first set had all of his movies since Spartacus. Now, finally, we get a set that only has all of his movies since Lolita!

I don't see why people on message boards get upset at re-issues. These evergreen titles will always be re-issued every 4-5 years because that's what marketing departments do. Nothing worthy included for me to repurchase? I move along to the dozens upon dozens of other titles I have yet to buy because I don't have the budget to buy everything on release day.
As for the AR of Barry Lyndon - after having Vitali and the Kubrick Estate sign off on 1.78 I highly doubt we'll ever see it 1.66 from Warner again. (Not that it matters much to me. It looks just fine 1.78 to my eyes).

Me too, but all the other labels get my money, not Warner, because they so seldom bother to release anything that I'm interested in, even though they have the biggest holdings of anyone. They've stunted the growth of the Blu-ray format by refusing to release even most "evergreen" classic titles on it, years into the format—that's why people are upset at all the reissues. This has all been discussed several times here already, including by me, so sorry to have to repeat myself.

I don't think there's a true evergreen title left unreleased in Warner's catalog holdings. (There are far less than people like to think there are).
